BackgroundThe Oxford University Clinical Research Unit (OUCRU) is a large-scale clinical and public health research unit, with sites offices in Ho Chi Minh City and Hanoi in Vietnam, Jakarta in Indonesia and Kathmandu in Nepal. In Vietnam, we are hosted by the Hospital of Tropical Diseases (HTD) in Ho Chi Minh City, and the National Hospital for Tropical Diseases (NHTD) in Hanoi. OUCRU Nepal has partnerships with the Patan Academy of Health Sciences and Patan Hospital, and OUCRU Indonesia exists in partnership with the University of Indonesia. As a Wellcome Trust Africa Asia Programme, we have received considerable support from the Wellcome Trust since our establishment in 1991.
OUCRU’s vision is to have local, regional and global impact on health by leading a locally driven research programme on infectious diseases in Southeast Asia. Priority is given to health issues important to the hospitals where we work, and to the countries as a whole where we operate: Vietnam, Indonesia and Nepal.  All work is intended not only to benefit the patients seen daily at our host hospitals, but also to help improve patient care.
OUCRU employs approximately 320 people across Viet Nam and has an average annual budget of USD 12mil.

Job summary1.       As directed by the Head of Financial Planning and Reporting (HoFPR), lead the team in the production of various management information reports.
2.       Assist HoFPR in the budgeting, forecasting and cash flow projection matters.
3.       Lead month end, year end and grant closing processes.
4.       Perform business partner role in budget holders deliver optimum value for money from allocated resources.
5.       Assist HoFPR in the post-award management of grants.
6.            Maintain and update financial data bases in ensuring integrity of financial information held.
7.       Focal point for the financial system (D365) concerning management reporting relatted aspects.
8.       Assist HoFPR, and the Chief Financial Officer (CFO) with continually improving processs for greater efficiency of the Finance department.
Key responsibilities and tasks1.     Reporting procedure
–          Produce monthly report to Oxford University
–          Produce Budget reports for budget holders
–          Produce fanancial report upon request of funders
–          Prepare journals entries for non Balance Sheet transactions
–          Oversea sites (Indonesia and Nepal) in OUCRU network: Reporting from these sites to OUCRU
–          Produce periodical reports to OUCRU Committees
2.     Planning, Forecasting and Budget Monitoring
–          Discussing with Budget holders and Setting up coding struture
–          Budget monitoring by project and OUCRU-wide
–          Forecasting by project and OUCRU-wide
–          Budget consulting for budget holder
–          End of grant financial procedure
–          Assisting with the development of the Unit’s business requirements with the new Finance Systems and Management Information database
3.       Accomplish other assigned tasks as required which are reasonably within the scope of the duties in this job classification.
Selection criteriaEssential
–          Relevant Degree at Tertiary level
–          Experienced working as a management or financial accountant or similar role
–          Advance Excel Skills
–          Good knowledge of working with financial systems; experience of D365 desirable.
–          Ability to  prioritise in managing workload to deliver quality output within deadline
–          Excellent team player, who is able to build productive working relationship with colleagues from across the organisation,
–          Good interpersonal skills combined with the ability to work with non-finance colleagues to bring about financial awareness.
–          Proficient at Vietnamese and English
Desired
–          Experience in non-profit sector advantages.
–          Experience in financial analysis, management reporting or similar tasks.
–          Experience of working with financial reporting tools (preferred)
Benefits–          Contracted salary:  Negotiable (depending on actual experience and education).
–          Two months’ salary for annual bonus and clothes 
–          Annual leave 18 days/year for the first year, a maximum of 30 days
–          Other responsibilities and benefits are based on Viet Nam Labour Law.
