BackgroundThe Oxford University Clinical Research Unit (OUCRU) is a large-scale clinical and public health research unit, with sites offices in Ho Chi Minh City and Hanoi in Vietnam, Jakarta in Indonesia and Kathmandu in Nepal. In Vietnam, we are hosted by the Hospital of Tropical Diseases (HTD) in Ho Chi Minh City, and the National Hospital for Tropical Diseases (NHTD) in Hanoi. OUCRU Nepal has partnerships with the Patan Academy of Health Sciences and Patan Hospital, and OUCRU Indonesia exists in partnership with the University of Indonesia. As a Wellcome Trust Africa Asia Programme, we have received considerable support from the Wellcome Trust since our establishment in 1991.

OUCRU’s vision is to have local, regional and global impact on health by leading a locally driven research programme on infectious diseases in Southeast Asia. Priority is given to health issues important to the hospitals where we work, and to the countries as a whole where we operate: Vietnam, Indonesia and Nepal.  All work is intended not only to benefit the patients seen daily at our host hospitals, but also to help improve patient care.

Job summaryOUCRU has a dedicated department for Public and Community Engagement responsible for partnering with local communities, patients and their families to engage them in health research. It also holds public engagement activities with young people, school children and wider public. The OUCRU PCE department has teams in Vietnam, Indonesia and Nepal.
– The OUCRU Senior PCE MEL officer will co-develop a MEL  framework and MEL plan that supports PCE programmes in Vietnam, Indonesia and Nepal. This post holder will work closely with each PCE team to develop project-specific MEL plans and deliver them.  They will be responsible for data management and reporting in the PCE groups.
– This position is based in HCMC but required to travel to other OURCU sites (internationally) and to provinces where PCE projects are taking place.
Key responsibilities and tasksCo-development and management of a PCE MEL framework

– Work with Head of PCE and relevant stakeholders to develop a MEL framework that is based on the PCE Theory of Change 2022-2029 and the WELLCOME MEL guidelines.
– Work with PCE colleagues to develop MEL plans for individual projects, ensuring that MEL is an interal part of their project design and planning.
– Support  PCE colleagues to implement the MEL plans for individual projects, collecting data, analysing and reflecting, and making recommendations for project adaptations.
– Plan and deliver training on MEL and data collection for PCE colleagues and collaborators.
– Lead on reporting programme-level MEL, and supporting PCE team members to report on their projects.

Data management and evidence

– Develop MEL guideline, design procedures, processes and systems for data collection for PCE projects.
– Develop a data storage system for  MEL data. 
– Be responsible for reviewing PCE data collected, work with project team to provide learning insights, draft reports and produce case studies.
– Prepare and give MEL presentations to PCE stakeholders.
Selection criteriaEssential

– BSc/MSc in development studies, social science or professional training in MEL
– Extensive professional experience related to monitoring and evaluation in an NGO setting.
– Have experience in MEL framework design.
– Have experience in using qualtitative and qualitative anaysis skills, data management, reporting.
– Be able to identify approach and oversee large-scale data collection across projects and sites.
– Excellent verbal and written communication skills in English and Vietnamese.
– Ability to work well in a diverse team.

Desired

– Have an understanding and be able to use digital participatory evaluation tools
– Have experience working in health/science fields
– Have experience in training and/or coaching others in MEL activities
– Experience of working in a multinational setting and in other countries.
– Experience of providing expertise on MEL for grant applicants
Benefits– Contracted salary:
* Grade: IC5/RS5
* Salary ranges: $1,626 – $1,983 gross per month

– Two months’ salary for annual bonus and clothes 
– Annual leave 18 days/year for the first year, a maximum of 30 days
