Background
The Oxford University Clinical Research Unit (OUCRU) is a large-scale clinical and public health research unit, with sites offices in Ho Chi Minh City and Hanoi in Vietnam, Jakarta in Indonesia and Kathmandu in Nepal. In Vietnam, we are hosted by the Hospital of Tropical Diseases (HTD) in Ho Chi Minh City, and the National Hospital for Tropical Diseases (NHTD) in Hanoi. OUCRU Nepal closely collaborates with the National Academy of Medical Sciences in Kathmandu, and OUCRU Indonesia exists in partnership with the University of Indonesia. As a Wellcome Trust Africa Asia Programme, we have received considerable support from the Wellcome Trust since our establishment in 1991.
OUCRU’s vision is to have local, regional and global impact on health by leading a locally driven research programme on infectious diseases in Southeast Asia. Priority is given to health issues important to the hospitals where we work, and to the countries as a whole where we operate: Vietnam, Indonesia and Nepal. All work is intended not only to benefit the patients seen daily at our host hospitals, but also to help improve patient care.

Job Summary
As a Public Health Officer, you’ll be responsible for coordinating and supporting the local implementation of a public health project, working closely with district-level stakeholders and working groups to ensure timely execution and providing regular updates to the team.
Key Responsibilities and Tasks
- Ensure data quality through validation rules, supervision of data entry, periodic data quality audits, and feedback to facilities.
- Use digital data to identify priority problems (for example, low coverage areas, outbreak signals, or service gaps) and help design targeted interventions.
- Plan and oversee implementation of field interventions (campaigns, outreach, health education, follow-up of high-risk groups), making sure they are documented and linked to the data system.
- Organize, create training materials and support trainings for health workers on using the digital system and on interpreting data for decision-making.
- Facilitate coordination meetings and working groups with government, partners, NGOs, and communities so that digitalization and interventions are aligned with SPHERES purpose.
- Monitor overall progress, identify bottlenecks early, and propose corrective actions to keep the project on track.
- Training, monitor and evaluating Sahabat Sehat for doing household surveys, posyandu, and other field activities.
- Carrying out other tasks assigned by the supervisor or team lead.
Selection Criteria
- Bachelor’s or Master’s in Public Health, Health Policy, Statistics, Social Sciences, or related field.
- Field experience in primary healthcare systems.
- Experience working with health programs (KIA, Gizi, TB, etc.).
- Familiarity with public health, information systems (e.g. SIKDA, DHIS2).
- Strong communication and coordination skills with Puskesmas and Dinas Kesehatan.
- Proven experience in Monitoring & Evaluation (M&E) for health programs, including data collection, analysis, and reporting.
