Background | The Oxford University Clinical Research Unit (OUCRU) is a large-scale clinical and public health research unit, with sites offices in Ho Chi Minh City and Hanoi in Vietnam, Jakarta in Indonesia and Kathmandu in Nepal. In Vietnam, we are hosted by the Hospital of Tropical Diseases (HTD) in Ho Chi Minh City, and the National Hospital for Tropical Diseases (NHTD) in Hanoi. OUCRU Nepal closely collaborates with the National Academy of Medical Science in Kathmandu, and OUCRU Indonesia exists in partnership with the University of Indonesia. As a Wellcome Trust Africa Asia Programme, we have received considerable support from the Wellcome Trust since our establishment in 1991. OUCRU’s vision is to have local, regional and global impact on health by leading a locally driven research programme on infectious diseases in Southeast Asia. Priority is given to health issues important to the hospitals where we work, and to the countries as a whole where we operate: Vietnam, Indonesia and Nepal. Job summary | The Health and Safety Officer’s role will primarily be responsible for ensuring occupational health of OUCRU staff; acting as clinical advisor for the Health & Safety Committee and the two Vietnam Units (HCMC and Hanoi), and act as the main Health and Safety Officer for the HCMC unit; reporting to the Programme Risk & HS Manager. The post holder will also work closely with the Human Resources team and colleagues in Hanoi and other Units. |
Key responsibilities and tasks | The post holder, who will be a practising clinician will be responsible for (but not limited to) Occupational Health 1. Work with HR teams in Vietnam to review the vaccination titer, liaise with Group Head to offer advice on necessary vaccination according to risk at work. 2. Support HR in high-level review of annual and occupational health surveillance; offer advice to staff and Group Heads on occupational health related issues in both HCMC and Hanoi. 3. Implement policies, procedures, and framework to ensure occupational hygiene, the prevention of occupational diseases, the promotion of better health in the workplace and the prevention of epidemic diseases for employees at OUCRU. Health & Safety compliance 1. Responsible of the health and safety programme of OUCRU-HCMC. Support the Risk & HS Manager in the development of documents and framework for the programme. 2. Organise HS training for the HCMC Unit including: First aid, Fire safety, Ergonomics, Safe clinical work. 3. Provide routine unit HS training: HS Induction, risk assessment workshops, incident report and investigation, cleaners safety training, and other relevant HS training, based on training framework and training needs. 4. Where needed, conduct risk assessments and support other groups, to carry out appropriate risk assessment and remedial actions 5. Conduct incident/hazard spotting/feedback records, report and investigation. 6. Work closely with the Fire safety, First aid, and HS ambassadors teams of HCMC to ensure emergency preparedness and promote positive culture. 7. Monitor legal compliance, including international and local and report to the Vietnamese authorities as required 8. Maintain effective communications channels, e.g. SharePoint 9. Annually report to Vietnamese authorities. 10. Monitoring & review: conduct walkthrough, inspections, monitor the effectiveness of the system through HS indicators. Liaise with the Risk and HS Manager to conduct audit, review. 11. Member of Health & Safety Committee as OUCRU-HCMC representative and produce written reports to H&S committee as required |
Selection criteria | Essential – Medical degree of General Health and current license to practice in Vietnam – Knowledge of Occupational Health – Excellent interpersonal skills with evidence of an ability to build effective working relationship at all levels of an organisation – Proven communication and presentation skills and experience – Excellent Vietnamese and English language skills – Good time manager, with demonstrable ability to multitask Desired – Qualification/certificate or training in vaccination and workplace infection control – Previous experience in a similar role – Experience of working in management, operations. – Experience of providing training, presentation to the public – Experience of working in multi-cultural environment – Open-minded in problem solving. – Able to travel overseas |
Benefits | – Contracted salary: grade IC4/RS4, salary ranges: $ 1,801 – 1,990 gross per month – Optional insurance: In-patient and out-patient medical coverage; Personal accident insurance coverage – Two months’ salary for annual bonus and clothes – Annual leave 18 days each year for the first year, a maximum of 30 days – Other responsibilities and benefits are based on Viet Nam Labour Law. |
