Dinas Kesehatan Kab. Purbalingga & Lombok Barat and OUCRU Indonesia are looking for Junior Health Program Officers – Tuberculosis (TB) for the SPHERES project, who will support the planning, implementation, monitoring, and evaluation of TB prevention and control programs at primary health care level. The role involves coordination with Puskesmas and stakeholders to strengthen TB case finding, diagnostic referral tracking, treatment adherence support, contact investigation, TPT implementation, and SITB reporting to reduce care gaps and improve program performance.
Requirements
- Bachelor’s degree in public health/nursing/medicine/Epidemiology/Health/ Laboratory, or related field.
- Minimum of 1–2 years’ experience in health programs, communicable diseases, TB programs, primary healthcare, or digital health projects
- Basic knowledge of TB services: screening & case finding, diagnostic workflow (incl. TCM referral), treatment support, contact investigation, and TB Preventive Treatment (TPT).
- Familiarity with SITB and/or Indonesia PHC program systems is a strong advantage.
- Strong communication, counseling, coordination, and fieldwork readiness (including home visits for follow-up/contact investigation).
- Ability to work with multidisciplinary teams (clinicians, public health teams, labs, pharmacy/logistics, cadres, and data teams).
- Good written and verbal communication in Bahasa Indonesia; working English is an advantage.
- Proficient in Microsoft Office / Google Workspace. Experience with digital forms/dashboards is a plus.
Job description
- Support the design and implementation of TB program activities at facility and community levels, especially enforcing the Puskesmas-to-community TB care pathway.
- Support active case finding and follow-up systems (contact investigation, high-risk group screening, community outreach with cadres).
- Support diagnostic pathway completion: tracking referrals, specimen flow, and test results (including TCM/GeneXpert where applicable).
- Support treatment adherence activities including PMO support, counseling, side effect triage/referral coordination, and tracing of dropouts / loss to follow up.
- Support implementation of contact investigation and TPT initiation and monitoring (monthly follow-up, completion tracking).
- Support data collection, data quality assurance, and routine reporting of TB indicators through SITB and program registers.
- Assist in monitoring TB program performance, identifying gaps, and preparing technical briefs, summaries, and action lists for improvement.
- Contribute to the development of SOPs, training materials, and operational guidelines related to TB services (including TB-HIV coordination and integration points where relevant).
- Participate in stakeholder meetings, trainings, and field visits as required; provide administrative/logistical support for program activities.
Key Performance Index (KPIs)
Program Implementation
- Identification of TB care gaps (case finding, diagnosis completion, treatment follow-up, contact investigation, TPT).
- Reduced TB care gap and backlog percentage in assigned facilities/areas.
- Percentage of planned TB activities implemented on time.
Data & Reporting
- Timeliness and completeness of TB reporting (Puskesmas → SITB → Dinkes/SPHERES reporting needs).
- Data quality score (accuracy, completeness, consistency) for TB case, treatment, contact investigation, and TPT indicators.
Operational Performance
- Adherence to project timelines and deliverables.
- Responsiveness and task completion rate (including field follow-ups, data fixes, and reporting deadlines).
- Number of completion rate of TB cases backlog.
