Background

The Oxford University Clinical Research Unit (OUCRU) is a large-scale clinical and public health research unit, with sites offices in Ho Chi Minh City and Hanoi in Vietnam, Jakarta in Indonesia and Kathmandu in Nepal. In Vietnam, we are hosted by the Hospital of Tropical Diseases (HTD) in Ho Chi Minh City, and the National Hospital for Tropical Diseases (NHTD) in Hanoi. OUCRU Nepal closely collaborates with the National Academy of Medical Sciences in Kathmandu, and OUCRU Indonesia exists in partnership with the University of Indonesia. As a Wellcome Trust Africa Asia Programme, we have received considerable support from the Wellcome Trust since our establishment in 1991.

OUCRU’s vision is to have local, regional and global impact on health by leading a locally driven research programme on infectious diseases in Southeast Asia. Priority is given to health issues important to the hospitals where we work, and to the countries as a whole where we operate: Vietnam, Indonesia and Nepal. All work is intended not only to benefit the patients seen daily at our host hospitals, but also to help improve patient care.

Job summary

As a District Education Officer, you’ll play a key role in driving a culture of data for action turning insights into real, measurable improvements in health services at the district level.


Key responsibilities and tasks

• Support PHC teams in analyzing public health dashboard data (maternal & child health, nutrition, immunization, communicable & non-communicable diseases).
• Assist in developing data-driven action plans with measurable steps.
• Organize and facilitate participative learning sessions guided by health dashboards.
• Train and support cadres and health workers in implementing prescribed actions.
• Promote a cultural shift toward active use of data for service and operational enhancement.
• Continuously monitor and report progress on implemented actions and outcome


Selection criteria

• Bachelor’s degree in public health, Medical Sciences, Statistics, Social Sciences, or related field, with a strong public health foundation/experience.
• Full professional proficiency in English.
• Data literacy: skilled in interpreting PHC dashboards, identifying trends, and spotting healthcare service/operational gaps.
• Contextualization skills: ability to translate data insights into actionable strategies for accurate PHC service improvement.
• Collaboration skills: actively engage with a wide range of stakeholders — including district officials, and healthcare workers from diverse professional & cultural backgrounds.
• Preferred Qualifications: 2–3 years of professional experience working within or alongside PHC or related health networks.
