Background

The Oxford University Clinical Research Unit (OUCRU) is a large-scale clinical and public health research unit, with sites offices in Ho Chi Minh City and Hanoi in Vietnam, Jakarta in Indonesia and Kathmandu in Nepal. In Vietnam, we are hosted by the Hospital of Tropical Diseases (HTD) in Ho Chi Minh City, and the National Hospital for Tropical Diseases (NHTD) in Hanoi. OUCRU Nepal closely collaborates with the National Academy of Medical Sciences in Kathmandu, and OUCRU Indonesia exists in partnership with the University of Indonesia. As a Wellcome Trust Africa Asia Programme, we have received considerable support from the Wellcome Trust since our establishment in 1991.

OUCRU’s vision is to have local, regional and global impact on health by leading a locally driven research programme on infectious diseases in Southeast Asia. Priority is given to health issues important to the hospitals where we work, and to the countries as a whole where we operate: Vietnam, Indonesia and Nepal. All work is intended not only to benefit the patients seen daily at our host hospitals, but also to help improve patient care.

Job Summary

  • The IT officer will help to design and build automation-driven digital systems for a large-scale public health program. The core of this role is to support building reliable automation, data converters, and interoperable pipelines that connect field data, routine health systems, and program dashboards.
  • This role sits at the intersection of technology, data, and field operations, ensuring that digital systems actually work for health workers and decision-makers.

Key Responsibilities and Tasks

  • Design and build automation workflows to reduce manual reporting and data handling.
  • Develop data converters and scripts to standardize, clean, validate, and aggregate datasets for analysis and dashboards.
  • Automate data synchronization, reporting, quality checks, and alerts.
  • Support integration between data collection platforms (e.g., ODK, KoBo, CommCare, REDCap), health databases, and interoperable ecosystems (FHIR, SATUSEHAT).
  • Ensure data integrity, version control, traceability, and interoperability with government or partner systems.
  • Assist in maintaining and monitoring Linux-based cloud infrastructure and server environments.
  • Support CI/CD pipelines, Docker-based application containerization, and Infrastructure-as-Code practices.
  • Respond to system incidents, troubleshoot deployment issues, and document solutions (runbooks, SOPs).
  • Contribute to system security, updates, and compliance, including responsible handling of sensitive healthcare data.
  • Prepare technical documentation, user guides, and operational procedures.

Selection Criteria

  • Bachelor’s or Master’s degree in Computer Science, Information Systems, Engineering, or a related field.
  • 0–2 years of experience (including internships, bootcamps, or relevant academic/personal projects).
  • Basic Linux command-line and server administration skills.
  • Understanding of web and networking fundamentals (IP, DNS, HTTP/HTTPS).
  • Hands-on experience with Docker and foundational knowledge of Kubernetes.
  • Proficient in Git for version control and collaborative development.
  • Ability to write basic automation scripts (e.g., Python, Bash, Go, or JavaScript).
  • Basic knowledge of SQL and NoSQL databases (PostgreSQL, MongoDB).
  • Strong problem-solving mindset and willingness to learn.
  • At least one cloud certification and one programming/scripting certification.

Desirable Qualities:

  • Familiarity with Infrastructure as Code (Terraform/OpenTofu).
  • Exposure to CI/CD tools (GitHub Actions, GitLab CI, Jenkins).
  • Interest or experience in digital health or healthcare data standards (e.g., FHIR).
