BackgroundThe Oxford University Clinical Research Unit (OUCRU) is a large-scale clinical and public health research unit, with sites offices in Ho Chi Minh City and Hanoi in Vietnam, Jakarta in Indonesia and Kathmandu in Nepal. In Vietnam, we are hosted by the Hospital of Tropical Diseases (HTD) in Ho Chi Minh City, and the National Hospital for Tropical Diseases (NHTD) in Hanoi. OUCRU Nepal has partnerships with the Patan Academy of Health Sciences and Patan Hospital, and OUCRU Indonesia exists in partnership with the University of Indonesia. As a Wellcome Africa Asia Programme, we have received considerable support from the Wellcome since our establishment in 1991.

OUCRU’s vision is to have local, regional and global impact on health by leading a locally driven research programme on infectious diseases in Southeast Asia. Priority is given to health issues important to the hospitals where we work, and to the countries as a whole where we operate: Vietnam, Indonesia and Nepal.  All work is intended not only to benefit the patients seen daily at our host hospitals, but also to help improve patient care.

OUCRU employs approximately 320 people across Viet Nam and a further 200 based in Indonesia and Nepal. OUCRU has an average annual budget of USD 12mil.

Job summary The Training and Development Manager is a new position and will be responsible for assessing organisation-wide training and development needs and identifying and arranging suitable training solutions for employees.  The position will also oversee and/or manage a number of existing training programmes for staff and collaborators across the OUCRU Programme.

It is expected this position will actively search, creatively design and effectively implement a programme of activities to develop, train and enhance our teams.
To ensure success, the Training and Development Manager will need to proactively understand the work of the organisation and its operations, in addition to being committed to delivering targeted results.

The post holder will work closely with the Regional Leader for Academic Training, particularly in relation to training and development needs and opportunity as they relate to research staff. They will be expected to operate with a high level of independence, to develop positive relationships at all levels of the organisation and to work with minimal direct supervision.

The main areas of activities will include:

– Organisation wide assessment of training and development needs
– Development of a training and development strategy and implementation plan
– Development and implementation of training programmes across the network
– Development and maintenance of a training compliance and reporting mechanism
– Delivery of customised help and support for individuals and groups to enhance career development for staff across the network
– Analysis of all training to evaluate, measure results and drive continuous improvement
Key responsibilities and tasks– Identify and assess the training needs of the organization through job analysis, career paths and consultation with managers and/or other routes
– Develop training programmes which address specific organisational needs and implement effective and purposeful training methods e.g. e-learning, in-person and/or online training sessions utilising a variety of media.
– Select and manage resources, including budgets and work with both internal staff and training vendors to develop and deliver training
– Effectively manage training compliance records as required by OUCRU
– Develop a system to evaluate training provisions to ensure that training is meeting business needs and drives continuous improvement
– Work with managers to address learning issues, instruction problems, or new educational needs regarding specific employees or departments
– Train, coach and support managers, supervisors and others involved in employee development efforts
– Maintain an understanding of new educational and training techniques and methods
– Work effectively and communicate proactively with team members, OUCRU management and leadership as well as key HR colleagues and others as required
– Develop and maintain organisational communications related to training to ensure staff have knowledge of training and development opportunities, events and resources
– Manage, oversee and/or support a number of existing training programmes including an online training portal ‘BRIDGE’ and the OUCRU Vietnam English Language Programme
Selection criteriaEssential

– Bachelor’s Degree in a related field and/or equivalent work experience
– Significant experience in training and development management
– Excellent communication, presentation, and interpersonal skills both in English and Vietnamese
– Excellent time management, organisational and innovative problem-solving skills
– Critical thinker with a strategic and creative mindset
– Highly computer literate with proficiency in MS Office and related business and communication tools
– Knowledge and experience of multimedia training platforms and methods
– Knowledge and experience of using monitoring and evaluation tools
– Proven experience in designing and delivering effective training, including generic soft skills

Desired

– Knowledge and experience of corporate training techniques would be advantageous
– Experience of working in a multinational organisation
– Experience of training within the healthcare or research sector
Benefits– Contracted salary: 
* Grade: IC5/RS5, Point 8 – 12
* Salary ranges: $1,626 – $1,983
– Optional insurance: In-patient and out-patient medical coverage; Personal accident insurance coverage
– Two months’ salary for annual bonus and clothes
– Annual leave 18 days each year for the first year
