Background
The Oxford University Clinical Research Unit (OUCRU) is a large-scale clinical and public health research unit, with sites offices in Ho Chi Minh City and Hanoi in Vietnam, Jakarta in Indonesia and Kathmandu in Nepal. In Vietnam, we are hosted by the Hospital of Tropical Diseases (HTD) in Ho Chi Minh City, and the National Hospital for Tropical Diseases (NHTD) in Hanoi. OUCRU Nepal closely collaborates with the National Academy of Medical Sciences in Kathmandu, and OUCRU Indonesia exists in partnership with the University of Indonesia. As a Wellcome Trust Africa Asia Programme, we have received considerable support from the Wellcome Trust since our establishment in 1991.
OUCRU’s vision is to have local, regional and global impact on health by leading a locally driven research programme on infectious diseases in Southeast Asia. Priority is given to health issues important to the hospitals where we work, and to the countries as a whole where we operate: Vietnam, Indonesia and Nepal. All work is intended not only to benefit the patients seen daily at our host hospitals, but also to help improve patient care.

Requirements
- Minimum Diploma (D3) in health-related fields, or relevant social science background
- Priority will be given to candidates residing in Purbalingga and the surrounding areas.
- Around 1-2 years of experience in health programs, NCD programs, community health, or digital health projects (fresh graduates with strong internship experience are welcome to apply).
- Basic knowledge of non-communicable diseases (NCDs), especially hypertension and diabetes prevention, screening, and management.
- Familiarity with health data systems (e.g., ASIK, SIPTM, or other surveillance systems) or with primary health care (PHC) system in Indonesia is an advantage.
- Strong analytical, communication, and coordination skills.
- Ability to work with multidisciplinary teams, including clinicians, data teams, and community workers.
- Good written and verbal communication in English and Bahasa Indonesia.
- Proficient in Microsoft Office / Google Workspace. Experience with dashboards or analytics tools is a plus.
Job descriptions:
- Support the design and implementation of hypertension and diabetes program activities at facility and community levels, especially in Puskesmas to community.
- Assist in coordinating health facilities, District Health Office (DHO), and SPHERES project team to ensure program alignment.
- Working with Puskesmas’ public health team in implementing the intervention to improve health outcomes (hypertension and diabetes).
- Support data collection, data quality assurance, and reporting for hypertension and diabetes indicators.
- Assist in monitoring program performance, identifying gaps, and preparing technical briefs or reports.
- Contribute to the development of SOPs, training materials, and operational guidelines related to NCD services, especially around TB and DM care.
- Support digital health intervention initiatives related to NCD screening, referral, and follow-up systems.
- Participate in stakeholder meetings, training, and field visits as required.
- Provide administrative and logistical support for program activities.

- Program Implementation
- Identification of care gaps for hypertension and diabetes
- Reduced care gaps percentage for hypertension and diabetes
- Percentage of planned hypertension and diabetes activities implemented on time.
- Number of facilities/communities supported in NCD program implementation.
- Data & Reporting
- Timeliness and completeness of hypertension and diabetes reporting from Puskemas to web upload Dinkes-SPHERES
- Data quality score (accuracy, completeness, consistency) for hypertension and diabetes indicators.
- Stakeholder Engagement
- Number of coordination meetings facilitated or supported.
- Satisfaction scores from internal stakeholders (team, supervisors).
- Operational Performance
- Adherence to project timelines and deliverables.
- Responsiveness and task completion rate.
