We are looking for an IT – Lead to design and lead automation-driven digital systems for a large-scale public health program. The core of this role is to lead building reliable automation, data converters, and interoperable pipelines that connect field data, routine health systems, and program dashboards.

This position will also involve implementing AI-powered solutions including optical character recognition (OCR), machine learning models, and large language model applications to enhance data extraction, analysis, and decision support capabilities.
Key Requirements:
Automation & System Building
- Design and implement automation workflows to reduce manual reporting and data handling
- Build data converters and transformers to:
- Standardize data formats
- Convert field data into analysis- and dashboard-ready datasets
- Bridge incompatible systems
- Automate routine data cleaning, validation, and aggregation
- Develop scripts/services for:
- Scheduled data syncs
- Automated reporting
- Quality checks and alerts
Data & Integration
- Lead integration between:
- Data collection tools (ODK, KoBo, CommCare, REDCap, etc.)
- Dashboards (Tableau, Power BI, Superset, custom tools)
- Existing health or program databases
- SATUSEHAT compliance and integration
- Federated FHIR ecosystems
- Ensure data integrity, version control, and traceability
- Support interoperability with government or partner systems where required
Program & Team Support
- Translate public health workflow needs into scalable technical solutions
- Oversee IT staff or vendors implementing automation and system updates
- Develop clear technical documentation, SOPs, and user guides
- Provide technical leadership during system incidents or scale-up phases
- Lead and supervise AI & Machine Learning Implementation
Qualifications
- Educational background: Bachelor’s or master’s in computer science, Information Systems, Engineering, or related field.
- Digital systems & data engineering: Strong experience with web-based systems, databases, cloud services, and SQL. Experience with data collection platforms (e.g. ODK, KoBo, CommCare, REDCap).
- Health data & interoperability: Familiarity with HL7 FHIR and experience implementing digital or AI solutions in healthcare or public health settings.
- AI & machine learning: Knowledge of machine learning frameworks (e.g. scikit-learn, TensorFlow, PyTorch), data preprocessing techniques, OCR and document processing, and LLM-based solutions including RAG and semantic search using vector databases.
- Privacy & MLOps: Understanding privacy-preserving approaches for sensitive health data and experience with MLOps practices for deployment, monitoring, and maintenance.
- Problem-solving & collaboration: Strong analytical skills, ability to translate public health needs into technical solutions, and experience working independently and with multidisciplinary teams.
- Communication: Excellent communication skills and professional proficiency in English.
